International Recommendations on Refugee Statistics (IRRS)

Section titled “International Recommendations on Refugee Statistics (IRRS)”

The International Recommendations on Refugee Statistics (IRRS), adopted by the United Nations Statistical Commission in March 2018 (Decision 49/115), provide a set of specific recommendations that countries and international organisations can use to improve the collection, collation, disaggregation, reporting, and overall quality of statistics on populations forcibly displaced across borders.

The recommendations are intended to help improve national statistics on the stocks and flows and characteristics of refugee and refugee related populations, and to help make such statistics comparable internationally.

International Recommendations on Internally Displaced Persons Statistics (IRIS)

Section titled “International Recommendations on Internally Displaced Persons Statistics (IRIS)”

The International Recommendations on Internally Displaced Persons Statistics (IRIS) outline an internationally – agreed framework for countries and international organisations to improve the production, coordination, and dissemination of high-quality official statistics on internally displaced persons that are consistent over time and comparable between regions and countries.

They are the result of a joint effort of experts from national statistical systems and international and regional organisations within the Expert Group on Refugee, IDP and Statelessness Statistics (EGRISS). Unanimously adopted at the UN Statistical Commission (UNSC) 51st session in 2020 (Decision 51/116), the IRIS build on the Technical Report on Statistics on Internally Displaced Persons – a stock-take of existing approaches to collecting IDP statistics and statistical quality issues. They are aligned with the International Recommendations on Refugee Statistics (IRIS).

International Recommendations on Statelessness Statistics (IROSS)

Section titled “International Recommendations on Statelessness Statistics (IROSS)”

The International Recommendations on Statelessness Statistics (IROSS) were unanimously endorsed at the 54th session of the United Nations Statistical Commission (Decision 54/121). They aim to provide guidance on the production, coordination and dissemination of statistics on statelessness to improve the quality of these statistics at the national level and, in turn, strengthen globally consolidated data.

The IROSS are the third set of recommendations developed by the Expert Group on Refugee, IDP and Statelessness Statistics (EGRISS), and reflect the perspectives of countries affected by statelessness, civil society members, and international experts. The recommendations provide clear guidance to countries on how to better include stateless persons in their national statistical system and thus improve official statistics on this group.
